Summit is governed under the council-manager government, under New Jersey state law. A mayor is elected by the city for the 4 month term & is the city's official spokesman & principal elected official. A city manager could appoint various officials, including a Police Chief and the Board of Education. He serves when a Chairman of the Board of School Estimate & in various committees, & has the right to speak at Common Council meetings.
